TFL SAY TRAFFIC MODELLING “NOT
RELIABLE”
TfL has acknowledged that it will have to reconsider fundamental
parts of its case after new traffic counts were published on 11
November.
The latest figures from TfL show a much larger than expected
difference between the modelled 2001 traffic levels and the new 2005
figures. TfL admitted that previous traffic modelling and forecasts -
upon which its evidence at the six-month-long Inquiry has been based -
were “not reliable”.
TfL say (In document TfL/200), “Of most significance in relation to
assignment of the changes in traffic resulting from both general growth
and the TGB is the higher base level of traffic along the Harrow Manor
Way and Knee Hill corridor.”
Overall traffic levels with the TGB will be higher increasing the
potential for congestion. TfL are now reviewing the tolling strategy,
mitigation measures (particularly in the Harrow Manorway/Knee Hill
corridor), the economic case, the environmental assessment and
considering reducing the resident’s discount area.
TfL will provide further evidence to the Inquiry, when its work is
complete, at Charlton on 20 December at 10am with a Procedural meeting
to discuss the implications of this new evidence on 22 December at 10am.
